    1. Quy định của pháp luật:

    Tìm hiểu và tuân thủ đúng các quy định của pháp luật về các vấn đề lao động trước khi xây dựng cơ chế trả lương là việc làm bắt buộc.     2. Thị trường bên ngoài:

        Khảo sát mức lương trên thị trường lao động: Liên tục rà soát lại các mức lương trong doanh nghiệp của bạn dựa trên các mức lương của đối thủ cạnh tranh và dựa trên mức lương chuẩn trên thị trường. Điều này sẽ làm cho nhân viên hết boan khoăn xem mức lượng hiện tại của họ có cạnh tranh không?

    3. Các yếu tố bên trong doanh nghiệp

        Xác đinh đơn giá và quỹ tiền lương (payroll) của doanh nghiệp: Xác định doanh nghiệp cần phải chi bao nhiêu cho tiền lương và tỷ lệ trên doanh thu là bao nhiêu và đó chính là đơn giá tiền lương trong năm. Đơn giá này sẽ là cơ sở để xác định lương cơ bản cho các nhóm chức danh, căn cứ để tính lương khoán trên doanh thu hay đơn vị sản phẩm.

        Thâm niên công tác: Mặc dù giá trị công việc là yêu tố chính trong quy trình xác định mức lương song vẫn phải xem xét các yếu tố như thâm niên công tác( số năm phục vụ, kinh nghiệm...) theo các giá trị xã hội phổ biến.

        Căn cứ vào kết quả làm việc: Việc tăng lương và chia tiền thưởng phải dựa trên kết quả làm việc. Cần phải có một hệ thống đánh giá kết quả làm việc hoàn chỉnh để tạo động lực cho những nhân viên có kết quả làm việc cao.

Quy trình xây dựng quy chế tiền lương (payroll) trong doanh nghiệp

Payroll rather than HR to lead on pensions auto-enrolment

More employers are looking to their payroll departments than their HR teams to take the lead on pensions auto-enrolment, a survey from the Chartered Institute of Payroll Professionals (CIPP) has found.

According to the survey, payroll will take charge of the implementation of auto-enrolment at 40% of employers, followed by HR at 29% and pension providers/departments at 13%.

However, HR will be expected to oversee the communication of auto-enrolment to the workforce at the majority of employers, with more than two-thirds (69%) of organisations identifying HR as the department that will manage this.

This is compared with 35% of employers that said payroll would lead auto-enrolment communications and 26% that reported the pension provider/department would be responsible.

Kalen Thomson, associate director of policy, research and strategic visibility at the CIPP, said: "As we all know, 2012 is a big year for the payroll and pensions industry, with the pilot scheme in readiness for the introduction of real time information as a statutory requirement from April 2013, as well as automatic enrolment commencing for the largest of employers in the next few months.

"Our research has indicated that the onus for implementation is on the payroll department and we are confident that the majority of payroll and pension professionals are fully aware of their responsibilities surrounding automatic enrolment and are making significant headway in their preparations."

The survey also found that 50% of businesses said that they already had aqualifying pension scheme in place. However, two-thirds of employers said that they needed to make modifications to their current scheme to ensure it fully meets the qualifying criteria.

New legislative and HMRC reporting requirements which are to be introduced and impact all employers, starting this year, will have a significant impact on the payroll and pension operations of all employers. Real Time Information (RTI):

 What is the Challenge?

RTI is fast approaching and represents the most fundamental change to the PAYE system in decades. It will impact every employer and HMRC will require significantly more information about each employee than currently provided, every time you run the payroll in order to provide HMRC with “real time” details of the payments made by every employer to every employee.

The introduction of RTI has been designed to support the Department for Work and Pensions (DWP) with the roll-out of Universal Tax Credits in October 2013. By providing accurate data and information on claimants earnings and the hours that they work, the Government aims to reduce the frequency of overpayments and fraudulent claims.

Employers will be required to provide HMRC with over 100 items of data for every employee including names, dates of birth, hours worked, payments made, details of deductions and passport numbers at the time the payroll is processed. Some, if not all, of this information is usually held in HR information systems but all employers will need to carry out a review of their records for completeness. Having robust processes supported by an effective governance and controls framework will be a key pre-requisite to ensuring successful compliance with RTI.

The time scales for the implementation of RTI are tight, and any company that has existing concerns about its’ current employment tax compliance processes must take steps now to review and remediate those issues before the introduction of RTI. Our experience suggests this will put significant pressures on systems and processes and should not be underestimated.
